Buying time

Rich Miller reported on June 11 (Caps off for general if busted in primary) that HB 2418 passed both chambers and is likely to be signed by Mr. Quinn. The bill stipulates (speaking very broadly) that if Bruce Rauner or any other rich guy busts the contribution cap in a primary race and wins the nomination, then all caps for that particular office are off in the general election that follows “for the subsequent election cycle,” which last until January 1.

I have little to say about the bill itself. It did remind me that political candiadtes spend more time passing the hat than passing the buck. It’s not that donors can buy a candidate’s good opinion, but that they buy their energy and time.

Our congressional reps for example must, in addition to casting votes, attending meetings and actual campaigning, spend much of his or her week flying back and forth between home and D.C. and making calls to potential contributors. As Matt Yglesias put it the other day, “That's not a schedule that's very friendly to becoming informed or thoughtful about the issues.”
