Editor's Note 4/24/14

 Thanks to our freshman state senator, Andy Manar, for getting school aid formula reform out on the legislative table. (See “Fixing school funding,” by Lauren P. Duncan, p. 11.) The formula for determining which schools get how big a slice of the state aid pie hasn’t been changed since 1997, to the detriment of Springfield District 186, which has a 61 percent low-income student population. Getting this progressive legislation passed, however, likely depends on a big influx of school aid dollars, which in turn depends on making the temporary income tax permanent. If Gov. Pat Quinn and the Democratic legislative leaders can get all this done in an election year, it will be a political wonder to behold. But Illinois schoolchildren deserve nothing less. –Fletcher Farrar, editor and publisher
